You are a further processor if your business uses Canadian dairy ingredients to manufacture a finished food product in Canada which is not subject to a Tariff Rate Quota (import controls), and which meets the eligibility requirements of the Special Milk Class Permit Program.
The Special Milk Class Permit Program provides the administrative means whereby milk can be accessed for use in dairy products as ingredients in eligible products, at component prices which allow further processors to remain competitive in the marketplace.
